Elective gavelkind is primarily used by unreformed pagan tribal rulers when they have no other succession law choices . Gavelkind is not great, but at least it's predictable, and any predictable system can be gamed to your advantage. Elective gavelkind, on the other hand, removes that element of predictability. Secondary heirs may go independent, and may form new titles.

Elective Gavelkind can have your primary heir changing daily. I don't really care for that, so I prefer regular. Overall, I don't quite feel ready to say Gavelkind is the best succession ever, or something of the sort, but like elective, it has its uses and is certainly the best in certain situations. Elective is good if you are using it to unite your dynasty when you don't have claims otherwise or just want a certain character to be your next ruler, it is also possible to game it and make your realm an autocracy. Gavelkind is not great, but at least it's predictable, and any predictable system can be gamed to your advantage. Elective gavelkind, on the other hand, removes that element of predictability.
